Notice of Tax Rule Changes in the Philippines

Dear Customer

Pursuant to the regulations on cross-border digital services of the Government of the Philippines, we are writing to inform you that Tencent Cloud will collect a 12% Philippine value-added tax (VAT) on services provided to non-enterprise customers in the Philippines from Jan 1st, 2026. Under the Tencent Cloud Terms of Service, all fees charged for services are exclusive of taxes, and customers are responsible for bearing the taxes associated with the payment of any fees for the services.

For enterprise customers, Tencent Cloud will not charge Philippine VAT on services on the condition that they have filled in their Philippine tax identification number (“TIN”) with the valid certificate of registration (“COR”) in Tencent Cloud Console. For enterprise customers who do not provide TIN to their account, Tencent Cloud will still charge the 12% Philippine VAT from Jan 1st, 2026. All VAT collected from Philippine customers will be remitted to the Bureau of Internal Revenue(BIR). If you purchased your services through a reseller, and your invoice is settled between the reseller and Tencent Cloud, you will not be affected by this change and you do not need to take any further action.

To confirm your VAT - registered status, please proceed to Billing Center - Bills - Tax ID Management , access " TIN Number" to fill in your TIN with the valid COR by Dec 31st, 2025.
