Domain name for API request: live.intl.tencentcloudapi.com.
This API is used to create a time shifting rule. You need to first call the CreateLiveTranscodeTemplate API to create a time shifting template, and then call this API to bind the template ID returned to a stream.

A maximum of 20 requests can be initiated per second for this API.

| StreamName | Yes | String | The stream name. Note: If you pass in a non-empty string, the rule will only be applied to the specified stream. |
